"We have as of last night opened relief centres on various proposed points of movement across the Line of Control," Shaukat told reporters as he prepared to return to Islamabad after attending a meeting of an Asian regional organisation in Moscow.
President Pervez Musharraf last week proposed setting up five border crossing points in Kashmir, while India on Saturday suggested opening three.
Shaukat said there were people on both the sides of the heavily-militarised LoC who wanted to visit others and take part in efforts to provide relief to the victims of the October 8 earthquake.
"This will be aid going in both directions. It's not a one-way traffic," he said.
Indian government officials were to meet with Pakistani officials in Islamabad on Friday "to sort out the modalities" of the Kashmir border crossing points, the prime minister said.
"Wherever these points open there will be relief camps for people to cross over from Indian occupied Kashmir to get assistance," he added.
